Accessibility Statement
Effective: October 15, 2026
High Desert Internet Services ("High Desert Internet," "HDISS," "we," "us" or "our") wants hdiss.net (the "Site") to be usable by as many people as possible, including people with disabilities, and wants everyone with a question about internet service to be able to get the information and help they need. This Accessibility Statement describes the standard we aim to meet, the measures we have taken, the tools available on the Site, the limitations we know about, and how to get help or tell us about a problem. If you need help now, call us at 775-575-9593. Our office is open 9:00 AM to 5:00 PM, seven days a week.
1. Our commitment
Finding out whether we can reach your home, what the plans cost, and how to get help with your service should not depend on how well you can see a screen, use a mouse or read small print. We aim to design and maintain the Site so that people who are blind or have low vision, who are deaf or hard of hearing, who have mobility or dexterity limitations, or who have cognitive, learning or neurological disabilities can perceive, understand, navigate and use it. Whatever the Site can or cannot do, we can help you by telephone, by text, by email or in person when we come to your property.
2. Our standard
We aim to conform to the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA, published by the World Wide Web Consortium (W3C). WCAG defines how to make web content more accessible to people with disabilities and is organized around four principles: content should be perceivable, operable, understandable and robust.
3. Conformance status
The Site is partially conformant with WCAG 2.1 Level AA. "Partially conformant" means that some parts of the content may not fully conform to the standard. The parts most likely not to conform are content provided by third parties and the limitations described in Section 10. We are working toward full conformance for the content we control and correct issues as we learn about them.
This status is based on our own evaluation, described in Section 9. It is not a certification by any third party.
4. Measures we have taken
The Site was built with accessibility in mind. The measures we have taken include the following.
Structure and navigation:
- Semantic HTML, so that headings, lists, buttons, links, tables and forms are identified correctly to browsers and assistive technologies.
- Page landmarks, such as the header, navigation, main content and footer, so that screen-reader users can move directly to each part of a page.
- A "Skip to content" link at the start of every page, so that keyboard and screen-reader users can bypass the menu.
- A logical heading structure on each page, and a table of contents at the top of long pages such as this one.
- A site map page that lists the pages of the Site in plain text links.
Keyboard access and focus:
- Menus that work with a keyboard. Each dropdown menu has its own button that opens and closes it and announces whether it is expanded, so keyboard users do not have to rely on a mouse hover. Mouse users benefit from a short delay that keeps menus from opening or closing by accident.
- The Escape key closes open menus, the mobile menu, the chat window, the privacy choices card and the call-back panel.
- When the mobile menu is open, the rest of the page is set aside so that keyboard and screen-reader focus stays in the menu.
- Focus management in the call-back panel. When it opens, keyboard focus moves into it and stays within it until it is closed, and when it closes, focus returns to where you were without scrolling the page.
- A visible focus indicator, so that keyboard users can see which link, button or field is selected.
Forms, tools and messages:
- A visible label for each form field, including the fields for the address we should check and the plan you are thinking about.
- Error messages in plain words that are announced to screen readers, with the field marked as invalid and focus moved to it so you know what to fix.
- Status messages, such as "Sending...", announced through ARIA live regions.
- A bot check that runs in the background. Our forms are protected by Cloudflare Turnstile, which usually confirms that you are a person without asking you to solve a puzzle. If it does ask you to do something, that step is provided by Cloudflare; if it stops you from sending a form, please call us at 775-575-9593 instead.
- Click-to-call links that work with screen readers and voice control, so you can reach us without typing a number.
- A chat window that is announced as a dialog, with a labeled message box and new replies announced to screen readers.
Images, color and layout:
- Text alternatives (alt text) for meaningful images.
- Color contrast between text and backgrounds designed to meet WCAG AA, including on our brand colors.
- A responsive layout that adapts to phones, tablets and desktops and supports browser zoom.
- Respect for your device's reduced-motion setting, which turns off smooth scrolling, animations and transitions, including in the chat and the call-back panel.
Text versions:
- A plain-text version of each page (an index.md file) that presents the same content without the layout, images or scripts, and short text summaries of the Site in llms.txt files.
- Our telephone number, email address and the list of places we work in, as text on the Site; availability is checked address by address.
Audio and video:
- The Site does not currently include video or audio content, so captions and audio descriptions do not apply. If we add video, we will aim to provide captions.
5. The accessibility menu
The Site includes an accessibility menu, available from the accessibility button that appears on every page. It lets you adjust how the Site looks and behaves to suit your needs. Its features include:
- Accessibility profiles (Motor, Visual, Cognitive and Senior), which apply a group of settings at once.
- Text size adjustment.
- Line height, letter spacing and word spacing adjustment.
- A dyslexia-friendly font.
- A reading guide and a reading spotlight, which help you keep your place on the page.
- Read aloud (text-to-speech) for the whole page or for selected text, using your browser's built-in speech feature.
- High contrast mode and inverted colors.
- Low and high color saturation.
- Color-blind filters for protanopia, deuteranopia and tritanopia.
- Underlined links and highlighted links.
- A big cursor and a choice of cursor color.
- Stop animations.
- Hide images, which shows each image's alt text in its place.
- Form assistance, which enlarges form fields and highlights errors.
- A page headings list, so you can jump to a section.
- Keyboard shortcuts: Alt+A opens and closes the menu, Alt+R resets all settings, Shift+? shows the list of shortcuts and Escape closes the menu.
- A link to this Accessibility Statement, and a reset button that returns every setting to its default.
Your settings stay in your browser. The settings you choose are saved only in your browser's local storage, so they apply on other pages and later visits in the same browser. They are not sent to us. Clearing your browser's storage resets them. Our Privacy Policy explains browser storage.
Closing and restoring the button. If the accessibility button or the chat button is in your way, you can close it with its small X. It stays closed in that browser. You can bring it back at any time with the "Show" button that appears at the very bottom of the page, below the footer.
Your own tools come first. The accessibility menu is an optional convenience. It does not replace the accessibility built into the Site, and you do not need it to use the Site. The Site is designed to work with the tools you already use, such as screen readers, screen magnifiers, voice control, browser zoom and operating-system display settings.
6. Using the Site with a keyboard
You can use the Site without a mouse. Common keys include:
- Tab moves forward through links, buttons and form fields, and Shift+Tab moves backward.
- Enter activates a link or button, and the Space bar activates buttons.
- The button next to each menu item opens and closes its submenu.
- Escape closes an open menu, the chat window, the privacy choices card or the call-back panel.
- In the chat, Enter sends your message and Shift+Enter starts a new line.
- The "Skip to content" link, at the start of each page, moves you past the menu to the main content.
7. Compatibility with browsers and assistive technology
The Site is designed to be compatible with current versions of Google Chrome, Microsoft Edge, Mozilla Firefox and Apple Safari on desktop and mobile devices, and with common screen readers used with those browsers. It is not designed for Internet Explorer, which Microsoft no longer supports. If a combination of browser and assistive technology does not work well with the Site, please tell us.
8. Technologies the Site relies on
The accessibility of the Site relies on the following technologies working with your web browser and any assistive technologies installed on your device:
- HTML
- CSS
- JavaScript
- WAI-ARIA
The core content of each page is delivered as HTML, so the text is available even if scripts do not run. Some interactive features, such as the menus, the chat, the accessibility menu, the privacy choices card, the call-back panel, the bot check and the forms' sending step, require JavaScript. If a feature does not work for you, you can call or email us instead.
9. How we assess accessibility
Accessibility of the Site is assessed through self-evaluation by YelloPost, our website provider, during development, including keyboard checks of the menus, forms, chat, privacy choices card and call-back panel. We have not commissioned a formal audit by an independent third party. As the Site changes, we review new and updated content with accessibility in mind and correct issues as we find them or as visitors report them.
10. Known limitations and alternatives
Despite our efforts, some parts of the Site may not be fully accessible. The limitations we know about, and the alternatives available, are:
- The bot check. Cloudflare Turnstile is provided by Cloudflare. In rare cases it may ask you to complete a check that is hard to use with some assistive technologies. If that happens, please call us at 775-575-9593 and we will help you directly.
- The chat assistant. Automated chat may not suit everyone or every assistive technology, and its answers can be wrong. You can always call or email us instead.
- The call-back panel. This optional panel appears only on desktop computers. Everything it offers is also available through the form on our contact page, by telephone and by email.
- Third-party websites. Review platforms, social media and other linked websites are controlled by those organizations, and we cannot guarantee their accessibility.
- Documents. The Site does not currently rely on PDF documents. The HDISS Service Agreement is on the Site as a web page (/service-agreement/), not only as a PDF, and we will read or explain it, or an invoice, to you on request.
11. Third-party content
Some content and features on the Site are provided by third parties, including Google Fonts, Cloudflare's network and Turnstile bot check, the chat assistant service operated by YelloPost, and the review platforms and other websites we link to. We configure these tools as accessibly as we can, but we do not control how they are built and cannot guarantee their conformance. If a third-party component prevents you from using the Site, please tell us and we will help you directly.
12. Other ways to get information and help
If any information on the Site is not accessible to you, we will provide it another way at no charge. For example, we can:
- Answer your questions over the telephone at 775-575-9593 or 775-391-5660, 9:00 AM to 5:00 PM, seven days a week.
- Take your address check or question by telephone, so that you do not need to use a form.
- Take your address check or question by email at info@hdiss.net, so that you do not need to hold a voice call.
- Email you information as plain text, including the plan prices and the service agreement, or answer an email you send to info@hdiss.net.
- Read or explain the service agreement or an invoice to you on request.
When a technician comes to your property, please let us know if you need help with paperwork, reading the service agreement or an invoice, or understanding what we found, or if you would like information explained another way, and we will do our best to assist. Tell us what you need and how you would like to receive information, and we will do our best to meet your request.
13. Feedback and requests for help
We welcome feedback on the accessibility of the Site. If you encounter a barrier, have trouble using any part of the Site or have a suggestion, please contact us:
- Telephone: 775-575-9593 or 775-391-5660, 9:00 AM to 5:00 PM, seven days a week.
- Email: info@hdiss.net, with the subject line "Accessibility."
- Mail: a mailing address will be provided on request. Please email or call us to ask for it.
- Online: the form on our contact page or the website chat.
What to include. To help us understand and fix the problem, please tell us the address (URL) of the page, what you were trying to do, the problem you had and, if you are comfortable sharing it, the browser, device and assistive technology you were using, and how you would like us to respond. You do not need to provide all of this to get help.
Getting help right away. We read every accessibility message and will get back to you. If you need information or service right away, please call us at 775-575-9593 rather than waiting for a reply by email.
14. Legal framework
Title III of the Americans with Disabilities Act, which applies to public accommodations, and Nevada's public accommodation law (NRS 651.070 to 651.120) address accessibility for businesses that serve the public. We refer to WCAG 2.1 Level AA as the technical standard that guides our efforts on the Site. This Statement describes our goals and practices. It is not a legal opinion about what any law requires and does not create contractual obligations. Nothing in it limits any right you have under applicable law.
15. Ongoing effort and review of this Statement
Accessibility is an ongoing effort. Websites, technologies and standards change. We review the Site as it changes, correct issues as we find them or as they are reported, and update this Statement when our practices or the Site change. This Statement was last reviewed and updated on the effective date shown at the top of this page.
